What are the Fees for REACH?

Regulation (EC) 340/2008 - Fees
Recommendation 2003/361/EC - SME

On April 16, 2008, the European Commission issued Regulation (EC) 340/2008 "on the fees and charges payable to the European Chemicals Agency (ECHA) pursuant to...REACH."

STANDARD FEES FOR REGISTRATION (in Euros):

€1,600 Registration of 1 to 10 tonnes
€4,300 Registration of 10 to 100 tonnes
€11,400 Registration of 100 to 1,000 tonnes
€31,000 Registration above 1,000 tonnes
€1,600 Registration of isolated intermediates
€500 Notification for PPORD (product & process oriented research & development) exemption
€1,000 Extension of PPORD exemption

STANDARD FEES FOR UPDATES:

Varies Change in tonnage band: difference between registration fees for old tonnage band and new tonnage band
€1,500 Change in registrant's legal identity
None Change in composition or classification & labeling of substance
None Information on new uses or new risks of the substance, including uses advised against
None Changes in chemical safety report or in guidance on safe use

STANDARD FEES FOR CONFIDENTIALITY REQUESTS:

€4,500 Degree of purity and/or identity of impurities or additives
€1,500 Tonnage band
€4,500 Study summary or robust study summary
€3,000 Information in the safety data sheet
€1,500 Trade name of substance
€1,500 IUPAC name for "dangerous" substances (not phase-in)
€1,500 IUPAC name for "dangerous" substances used as intermediates or in research and development

REDUCED FEES:

30% Reduction for medium enterprises (less than 250 full-time staff; not more than €50 million annual revenues or €43 million total assets)
60% Reduction for small enterprises (less than 50 full-time staff; not more than €10 million annual revenues or total assets)
90% Reduction for micro enterprises (less than 10 full-time staff; not more than €2 million annual revenues or total assets)
100% No fees for quantities between 1 and 10 tonnes if all Annex VII data is provided
25% Reduction for joint submission of data (in addition to any reduction for business size)

AUTHORIZATION APPLICATION/REVIEW:

€50,000 Base fee (regardless of quantity used)
€10,000 For each additional substance
€10,000 For each additional use
20% Reduction for medium enterprises
50% Reduction for small enterprises
85% Reduction for micro enterprises
25% Reduction for each additional applicant (in addition to any reduction for business size)

APPEALS OF ECHA DECISIONS:

€2,200 Completeness of registration dossier
€2,200 PPORD: conditions imposed upon or extension of exemption
€4,400 Data or cost sharing
€6,600 Test proposals under Annexes IX & X
€6,600 Compliance of registration dossier (i.e. an audit)
18% Approximate reduction for small, medium or micro enterprises

NOTES:

Criteria for SME (small and medium enterprises) are found in Recommendation 2003/361/EC, which uses the benchmarks of turnover (revenue) and balance sheet totals (total assets)
Fees will be adjusted for inflation annually (based upon the European Index of Consumer Prices), beginning June 1, 2009.
The exchange rate (as of April 2008) is approximately €1 (Euro) to $1.56 (US dollars)
